Curaçao

Historic iGaming home now under a modernised licensing regime.

Curaçao silhouette
Overview

Curaçao is the historic home of online gaming under the Netherlands Antilles regime. The modernised Landsverordening op de Kansspelen (LOK) framework — in force from December 2023 — replaces the master-licence system with direct GCB (Gaming Control Board) supervision, meaningful licensee obligations and clearer international recognition.

The result is a jurisdiction that is meaningfully more credible than pre-2023 Curaçao, without the cost or timeline of Malta or the UK.

Typical use-cases

Where Curaçao fits

  • iGaming B2C/B2B
  • Fintech
  • Crypto
Banking

Banking landscape

Curaçao banking is limited for gaming operators. Payments and settlement are typically handled via EU PSPs and acquirers with Curaçao licences accepted; local operating accounts are used for administrative purposes.

Tax

Tax & reporting

22% Curaçao corporate tax on onshore profits, with exemptions and reduced rates for qualifying export-service activities. Digital-economy operators can typically achieve materially lower effective rates through the qualifying-activity regime.

Substance

Substance & register visibility

The new LOK regime requires substance in Curaçao — local directors, office, staff and reserve-fund maintenance. This is a meaningful uplift from the pre-2023 environment and materially closes the gap with tier-one gaming jurisdictions.

Decision

When to pick this jurisdiction

Pick Curaçao for iGaming operators serving global markets outside the EU where cost and speed matter more than a top-tier regulatory badge — and where the operator can genuinely commit to substance under LOK.

The director's view

Written up as a comparative shortlist.

Every Curaçao recommendation is delivered as a comparative memorandum — substance defensibility, banking access, treaty coverage, register visibility, cost to maintain and reputational risk — so the client can see the trade-offs before committing.

Frequently asked

Questions we hear on every Curaçao intake.

What changed under LOK?
The master-licence system was replaced by direct GCB supervision. Each operator holds its own licence with defined AML, RG and technical obligations, reserve-fund requirements and local-substance thresholds.
How long does a Curaçao licence take?
Three to six months under LOK, subject to file quality and substance readiness. Legacy master-licence structures continue but must transition to LOK on renewal.
Can Curaçao licensees accept crypto?
Yes, subject to AML controls. Curaçao remains one of the few jurisdictions where crypto-accepting gaming operators can be licensed with a defensible regulatory framework.
