International companies pay no Samoan tax on foreign-source income and no capital gains, withholding or inheritance tax. Domestic companies pay 27%. Annual government and agent fees are low relative to Caribbean registries.

Economic substance rules apply to relevant activities. Beneficial ownership is filed with the registered agent and the Samoa International Finance Authority on a confidential basis, with statutory penalties for unauthorised disclosure. Records must be maintained by the local agent.
